In a recent petition to the Environmental Protection Agency (EPA), the American Composites Manufacturers Association (ACMA) proposed a MACT composite rule amendment. If adopted, the change would exempt sources emitting less than the 10-ton per year major source threshold from MACT requirements. Previously, smaller sources had until 2003 to apply for a state “synthetic minor” or “FESOP” permit, which would exempt them from the Title V permit and MACT programs. However, many sources missed the original deadline or have since cut emissions. ACMA’s proposed revision would still require sources to have Title V permits and records demonstrating limited resin, but would exempt them from many MACT requirements.
